Isn't there already a workaround, i.e., uninstalling scim-qtimm? If you must use scim-qtimm and can't bear with this bug (I personally don't see a non-transparent terminal very big deal), then the best chance to get a fix is by analyzing the bug and figuring out where it went wrong, then contact the corresponding upstream.
