I fixed my problem!  I ran across a possible solution on the web, and it
worked.  My more refined diagnosis now is that a user must be a member
of the "audio" group to have the sound turned on, and this is not done
by default when the user is created.  I had to install the "KUser"
package, and use it to assign users to the "audio" group, and after
exiting KDE and logging in again, the sound worked.
