I can confirm this also applies to Dell lattitudes with Mobility Radeon M6 chips, if I remember correctly whilst unrelated around the time plymouth (happens on arch linux without plymouth too) was introduced to Kubuntu.
It does the same with radeondrmfb and KMS as any other ati driver except with KMS, when switching screens you get a glimpse of the console text and image scrolling vertically past the screen before the cursor going back to a vertical line as it does with all drivers. This may be a pointer towards a fix.
