Setting the `Panel Opacity` option in CCSM to a value lower than 1.0
makes the blurred background of every Unity overlay (HUD, the dash, the
alt-tab switcher, etc.) to be drawn partially transparent so that
unblurred content shows through. The two attached screenshots show the
effect of the bug at `Panel Opacity` set to 90% and 50% respectively.
