Public bug reported:

On every boot, the console-setup job generates a warning about unknown
charsets:

# cat /var/log/upstart/console-setup.log 
unknown charset unicode - ignoring charset request
Loading /etc/console-setup/cached.kmap.gz
#

This doesn't appear to do any harm - I still get the right keymap on my
consoles.  But it seems something's not set up quite right here.
