Nearly the same problem here.
With Feisty upgrade, the Scaling Governor was changed to "performance", but 
"ondemand" was still available anyway and I could change it back.
Yesterday, I installed security updates that had been announced through Adept. 
Afterwards, no Governorns are available at all. 
There should be sth. like 
"/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor" but instead, under 
"/sys/devices/system/cpu/cpu0/" there are only one file "crash_notes" and a 
folder "topology/" with four files "core_id, physical_package_id, 
core_siblings, thread_siblings" in it.
