No, my system does not seem work that way. Settings Manager->Keyboard lets you add new settings but you can't change existing ones (I guess you could delete then re-add, but haven't tried for fear of forgetting the magic keyword on the left side).
Setting Manager->WindowManager -> Keyboard allows you to "clear" an shortcut setting (presumably disabling the shorcut), but neither delete it, add new ones, or change them to be different than the defaults (other than "clearing" them). This seems particularly egregious -- why both having an editing feature if the only edit is to leave an entry with empty value? Please view the attached screenshot -- that's what I get when I double-click on a shortcut.
