I agree this could be improved. However it is behaving as it was
designed. You can look at /usr/share/compiz/core.xml and see the
separate definitions of "maximize_window_key" (default Alt+F10) and
"unmaximize_window_key" (default Alt+F5). What makes the design worse is
that there is also a separate "toggle_window_maximized_key" (no key by
default).

I suggest we need to change the default key bindings to:
"maximize_window_key" = none
"toggle_window_maximized_key" = Alt+F10
