A couple of comments:

- yes, h264 is a very complicated set of techniques and therefore almost
all bugreports regarding h264 decoding bugs without a proper and
concrete sample is of very little use. The maintainers really need to be
able to reproduce exactly the situation that you are experiences.

- Ubuntu does not follow http://ffmpeg.org, but http://libav.org. Use
http://bugzilla.libav.org as upstream bug tracker. As you have
experienced, the ffmpeg developers are not exactly helpful when it comes
to bugreports regarding their upstream libav.org. Please refrain from
advocating to replace libav by ffmpeg; this has been discussed before
and is dismissed.

- There are a number of h264 improvments scheduled for the next point
release 0.8.1 (and also possibly for 0.7.5).

- libavcodec.so (both in ffmpeg and libav) do not support "native" h264
encoding. At all. However, they do provide a wrapper for libx264, so
that all h264 encoding actually goes via x264.

- I strongly suspect the main problem that this  bugreport describes is
related to passing the correct options to libx264. Here ffmpeg and libav
differ a bit. Your bug description still lacks the *exact* commandline
options that you have used and what was exactly the commandline output
of the 'avconv' tool. If you are developing your own application that
links against libavcodec, then a stripped down version of your could
could also help. Please note that the 'ffmpeg' tool is no longer
maintained.

- This is definitly an upstream issue that should be discussed at libav
upstream. As you have noticed, the symptoms that you've described
require an intimate knowledge of both libavcodec and libx264, which you
generally cannot expect from an average Ubuntu Maintainer. Please use
the upstream bugtracker at http://libav.org or the respective user
mailing lists, which can be found at
