Installing openstack-dashboard on Precise A2 removes keystone package.
Having keystone and dashboard running on the same server seems quite
reasonable for a lot of setups. Removing keystone package because
installing a web interface shouldn't happen.
Steps to recreate
1. Install Precise A2
2. Install OpenStack with Keystone
3. apt-get install openstack-dashboard presents the user asking to confirm the
removal of keystone (and confirmed).
