A depends mean the system will not work without this package. A power 
management is not an essential package for all cases. For example, people with 
a desktop computer doesn't need a power manager, so they have to be able to 
remove it if they want, without removing the lubuntu-desktop package.
Also, xfce4-power-manager depends on some XFCE parts, it's something people may 
want to remove also.
