That PPA only exists on maverick and older, see here:
http://ppa.launchpad.net/zend-framework/ppa/ubuntu/dists/
For oneiric you don't need it, so you should remove it from your sources
list.
You can do that by re-running the apt-add-repository command and adding
--remove option.
