If it's built in, why efibootmgr doesn't work?

[sudo] password for azrael: 
Fatal: Couldn't open either sysfs or procfs directories for accessing EFI 
variables.
Try 'modprobe efivars' as root.
I'm using kernel 3.2.0-17-generic right now.
