I did try this:
root@lubuntu-root:~# /usr/bin/python /usr/sbin/ltsp-cluster-lbserver
/etc/ltsp/lbsconfig.xml
Traceback (most recent call last):
File "/usr/sbin/ltsp-cluster-lbserver", line 5, in <module>
from lbserver import main
ImportError: No module named lbserver
