This was filed against the wrong driver package. -keyboard is no longer
maintained; keyboards are managed via the -evdev driver now.  However
hotkeys are handled lower down than X these days; see
http://wiki.ubuntu.com/Hotkeys for directions on troubleshooting these
kinds of problems.  I'm bumping to kernel for now, but it may well be
some intervening package at fault.
