How do I reopen a bug? Submit a new one?

I just found my cupsd (now version 1.2.11) again with 1022 open file
descriptors, after getting the same error message when I tried to print
something.

Interestingly, after restarting cupsys the problem went away, and the
number of open file descriptors stayed at 7. So I played a bit and found
out that the problem occurs again when I start/restart cupsys while my
printer is switched off.

strace shows the same behaviour as in my initial post, one of the file
descriptors for a pipe to dbus-launch will not be closed. The file
descriptor leaking doesn't stop when switching on the printer. Only
restart of cupsys helps.

So I think we can conclude this is not a duplicate of bug 112803, and it
is not fixed in the current release.

Let me know what info you need to verify this.
