Reading around a bit, it looks like this is intentional behaviour - and
even considered to be improved support for multi-monitor setups! It's a
pity that you can't configure it.

There are two issues that I see:

1. You might not want to have the launcher displayed on every monitor.
2. With left-right monitor setups, you have to 'brute-force' the mouse across 
the launcher each time you move it across screens.

I worked around the brute-force problem by setting my second monitor to
be above the primary monitor - I still get the launcher on both screens
but it's more workable than a left-right configuration.

Another workaround for the brute-force problem suggested on the ayatana
design mailing list is to reduce these settings:

/apps/compiz-1/plugins/unityshell/screen0/options/stop_velocity
/apps/compiz-1/plugins/unityshell/screen0/options/reveal_pressure
