I'm thirty, who encountered this problem on my E220. I solved this problem as 
follows:
$ sudo echo "AT^U2DIAG=0" >> /dev/ttyUSB2
This command takes my modem into "Modem only" forever. And the manager is no 
longer will have to switch the modem from the CD-Mode
And I always can do next thing to turn on "CD-first-mode"
$ sudo echo "AT^U2DIAG=1" >> /dev/ttyUSB2
