I can confirm this bug on Oneiric 11.10, evince 3.2.1-0ubuntu2.2 When I try to load the pdf via evince on the url in terminal it will reload and re-download the document multiple times in rapid succession. I also see some errors reported in terminal:

Error (99): Illegal character <22> in hex string Error (100): Illegal character <57> in hex string Error (102): Illegal character <4d> in hex string Error (104): Illegal character <4d> in hex string Error (105): Illegal character <70> in hex string Error (108): Illegal character <68> in hex string Error (109): Illegal character <69> in hex string (and so on) ....... It appears to taper off after the first minute or two of having the document open. Sorry for the ambiguity but the behavior is not consistent.
