Because this only affects a very few of the kdelibs5-dev rdepends and
it's not worth the extra build time to add it for all packages that use
kdelib5-dev (this is the Debian qt-kde team view) and it's not worth
carrying a diff in Ubuntu for. svuorela is the Debian qt-kde team
person to talk to if someone wants to change it there.
