USC locked up all apt-* processes when I received this error. Tried to
use Synaptic Package Manager after the USC error and had to go into
terminal to run "apt-get update" and then only used SPM to install
software.
Fresh/clean install of 12.04b1 32-bit .. did not upgrade from 11.10
