Public bug reported:

The background around the screen in the Appeatance->Look->Background is
of the wrong color. It is a different shade of gray (#F2F1F0) than the
gray everywhere else (#F7F6F6).

See attached screenshot. At the bottom of the screenshot is a high
contrast version of the same window, on which it is more obvious what is
wrong.

Using version 12.04 with all updates.
