Please can you move the mouse to the panel, then right-click and choose
Panel Menu->Configure Panel. Then choose menus on the left-hand column.
Under QuickStart Menu Items, change the Maximum Number of Entries from 0
to the number of your choice (maybe 4 as in your title).
Hit apply and see if you can see them now.
Please report back if you still have this problem after this procedure.
