Please sync apper 0.7.1-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
The Debian package contains everything the Ubuntu package has (the packages
are nearly identical). It also provides Apper 0.7.1, which fixes some bugs
the current Git snapshot in Ubuntu still has.
