I don't disagree with that, yet what is even more important is that the icon-labels are readable at all times. Imagine what kind of bad impression Xubuntu would make if that were not the case (and we'd get a 100 bugreports like yours saying the label isn't readable on $random_wallpaper). There could be a middle-ground, making the label-background a bit more transparent but not entirely transparent. It would need a lot of testing with different wallpapers though and with all the other things I have to take care of at this stage of the cycle I won't promise I'll do that.
