Had the same issue, and registered here just to say that upgrading the ifupdown package wasn't enough to solve the issue. As a guy posted here http://ubuntuforums.org/showpost.php?p=11344530&postcount=6 the upgrade process didn't move /var/run to /run correctly. Applying the suggested workaround solved the issue (upstart not activating the static eth0 interface because can't create the directory)
