Hi Jane. It would be helpful if you could open a new bug report with

apport-bug upstart

And then mention it here. This bug is basically "fixed" for precise, so
if it comes back in the same form, that would be a new regression bug.
Apport-bug will give us some information about your system that should
help us debug the possible reasons why you're still seeing this timeout
message.
