Jayson, nothing more to do for that bug report, it indeed is most likely
the same issue (sound similar from the description) though there is no
crash report now since it was marked as a duplicate by Launchpad. It's
most likely correct.

Now the steps needed is to figure out why this fails. I haven't actually
been able to reproduce this at all because I don't have access to any
hardware that has that chip; what needs to be done is probably figure
out what kernel version introduces it (e.g. try older versions), then
bisect to find where the ipw2200 driver stopped properly reporting
capabilities.
