This is a major problem. It affects every program I've tried so far that HAS an application menu for the HUD to refer to. For instance, open LibreOffice Writer and type "Zoom". I expect to see the equivalent of "View->Zoom". Instead, I see results from the network manager, which is quite common in the HUD results, even though the network manager isn't open (in a window, anyway), and the options the HUD presents don't seem like the sort of things people want to change regularly. Even if I wanted to change network settings, it would be something like "all wireless OFF" or "connect to...", not "Configure VPN". It would be even better if I could skip LibreOffice's "Zoom" dialogue and just set the zoom to "number%" or "page width", but for now I'd be satisfied with the HUD doing what it was designed for in the first place.
