I have the same issue as well. I use Ubuntu 11.04 after updating from 10.10.
I used dvorak layout but switched back to qwerty. I did next steps: 1. Changed layout in system settings 2. Reconfigured via: dpkg-reconfigure console-data and select qwerty 3. Changed dvorak to qwerty in /etd/default/keyboard After first step I got correct encoding in working session of Unity. Second & third step provides me with correct keymap on login splash window. But console(Ctrl-Alt F1-6) wasn't fixed. Keymap in console changes after reconfiguring, but doesn't survive after reboot. If I issue "sudo loadkeys us", it fixes issue, but again doesn't survive reboot. I have no clue, how to fix this issue.
