My observations:

1. the test case is insufficient (as Jeff points out) because the do-
release-upgrade doesn't use -proposed

2. although there is an error in the logs, it does not cause upgrades to
fail as originally indicated in the description.

3. the fix doesn't break anything.

So my two suggestions (on order of preference) are to

1. accept the fix on the basis that it doesn't break the package
2. reject the fix, pull it out of lucid-proposed, so that the other bugfix 
(which has been verified) can be accepted.  Then mark this bug wishlist and 
leave it be.
