Public bug reported:
F10 should put focus on the first bit of the application global menu
(file menu typically) and then you can go right to the app menu or left
to the indicators. At the moment it flashes up the file menu and does
not leave focus there. This is not good for orca users (yes, the menus
are broken anyway at the moment for screen readers) or other people who
use keyboard in preference to mouse.
