This is a real bug - i.e., scrolling doesn't work. I'm not sure if it's a gwibber problem or a scrollbar problem, but we cannot say that scrolling not working is "invalid" as a bug report. Nor does the fact that the issues are being worked on make a bug report invalid.
Marking the bug as invalid increases that chances that a basic feature will ship in an unacceptable state. If you are trying to reflect that the bug is in Gwibber, then that status should be marked as confirmed.
