John: to what degree are the indicator-messaging->IM statuae intended to
be omni-present, in the case that:

  (a) no application is running that can drive them?
  (b) no application is installed that can drive them?

(On the distro side, 'ubuntu-desktop' depends on Empathy, and that by removing
'ubuntu-desktop' it is by definition non-standard and a less critical issue
unless it becomes relevent for say Ubuntu Business Desktop. So, for the moment
this is more of an upstream Ayatana/Unity Design policy question).

** Also affects: ayatana-design
   Importance: Undecided
       Status: New
