The file is not created by postinst. However Kees did move the pam
stuff into a separate package recently.
debian/control appears to do the right thing with replacing older
versions of the libcap2-bin package.
So my guess would be that you had locally customized the file, so it
didn't get removed when you removed the libcap2-bin package, and later
when you re-installed libpam-cap it complained the file was there.
The file is not actually 'obsolete', and its format has not changed, so
you should be able to just use the one you have.
