Could this problem be related to PYTHONPATH?
Just added the following line on /usr/sbin/ltsp-cluster-lbserver and the
problem is gone.

+++ ltsp-cluster-lbserver 2012-03-15 10:21:55.878745861 -0300
@@ -2,6 +2,7 @@
# Wrapper to start lbagent
import sys
+sys.path.append('/usr/share/pyshared')
from lbserver import main
from lbserver import utils
