This bug is happening to me now on ubuntu 11.10 using gnome-shell and transmission-gtk 2.50-0ubuntu1~oneiric1. Global and alternative speed limits are ignored. E.g. happening on this torrent http://dl.xonotic.org/xonotic-0.6.0.zip.torrent.
