Yes, that's right. It's panel not toolbar :-). VLC really goes in fullscreen when the top panel is at bottom, but, at least in my case, the picture is shifted upwards and not bigger. It simply looks just a little better. When I returned the panel back in the top position the problem with VLC was back as well.
