Many users don't use wireless link.
Moreover, many organisations will never use wireless link.
I think it would increase the quality of Lubuntu if the system admin
would be able to uninstall rfkill. Moreover it would allow Lubuntu to
become lighter if no wireless is used.
I suggest to change the lubuntu-core dependency to rfkill from 'depends'
to 'recommends'.
