Public bug reported:

To shut a system running modem-manager down, I have to press "CTRL-ALT-
DEL" a t least once. Otherwise the system hangs after printing "modem-
manager: <info> shutting down by signal 15 ...". Nothing else happens
afterward for hours.

Pressing  "CTRL-ALT-DEL" gives some message about DBUS not available,
but the system shuts down afterwards, followed by immediate reboot.
