Have you always been trying to start that VPN over a mobile connection?
Before starting a VPN, open a terminal and start the following command
in it:
/usr/lib/NetworkManager/nm-pptp-service --debug
Then start the VPN connection as usual, let's see if anything pops up in
the debug logs from pptp. Once you're done, attach the logs here after
making sure they don't contain sensitive information like your password
or username.
