I'm not sure why Debian maintainer decided not to include naming-factory-dbcp.jar and use commons-dbcp and friends instead, but if you take a look at the tomcat build script which creates the .jar on the fly (http://svn.apache.org/viewvc/tomcat/build/tags/tc5.5.x/TOMCAT_5_5_20/build.xml?revision=442603&view=markup) it's basically just extracting certain classes, and re-packaging these. So the naming-factory-dbcp.jar is like commons-dbcp, commons-pool and commons-collections bundled.
