In Ubuntu, all packages in main have their translations split out from
the main package.
The translations for virt-manager are in the "language-pack-fr" package,
which you can either install manually, or use the "Language Support"
tool.
Newt Syrup has nothing to do with translations, it's a helper library
for the command line version of virt-manager which we don't ship.
