Binary package hint: ubuntu-desktop
"gnome-orca" should be a dependency of a hypothetical "ubuntu-a11y"
metapackage that is NOT a dependency of "ubuntu-desktop".
Similar to the plethora of language packs we have, "ubuntu-a11y" should
be part of the Live CD package set, but should be removed upon
installation if the user chooses so.
It is a fact that most users do not require universal accessibility on
their installed system, and refactoring dependencies such as gnome-orca
into more specialised, task-based metapackages is something that can
save everyone a bit of bandwidth.
