In most cases we don't have a useful networked source of such files.
The desktop installer mostly works by copying a pre-constructed
filesystem, not by unpacking .debs, so we can't just use
archive.ubuntu.com.  So I doubt that this is implementable without a
huge amount of infrastructure work - sorry.
