In case it matters, this happens in lucid (10.04) also.

Since mp3 is a very popular format, I don't believe the ip3v2 dependency
should be considered optional.  At the very least, the program should
suggest to the user steps to be taken to correct the problem - i.e. "To
correct this dependency, install ip3v2 from your repository, if
available." or something along those lines.  Better yet: it's only 200kb
or so.  Just include the darned thing and be done with it!  :)
