Actual Result:
Oneconf runs even if the end-user is not utilizing the Ubuntu One
service and consumes a good portion of memory.
Expected Result:
If user has not enabled Ubuntu One via the Ubuntu One GUI (Panel etc.)
then Oneconf should not run in the background and consume resources.
