I can reproduce this in Unity as well, so its not an indicator-applet
bug. I think that sometimes when the network manager indicator loads,
there is no accessible description set. An accessible description only
gets set when the status changes, i.e you connect to a network/vpn/etc.
I've particularly noticed this when on a machine connected via wired
Ethernet, as I don't get any status of how I am connected in the
accessible description, because nothing has changed and nothing does
change once the network indicator has loaded.
