Public bug reported:

The fxload utility depends on the (deprecated) usbfs. The driver for
usbfs is disabled in recent kernels and cannot be compiled back in.
Attempting to enable usbfs results in broken USB support. Any devices
(e.g. Xilinx's DLC9 and DLC10 cables) that need fxload for firmware will
no longer function in newer Ubuntu.
