Public bug reported:

I'm on a clean install of 12.04 daily build from 2012-03-24 with all
updates. I've installed "gnome-panel" to get Ubuntu classic.

The panel shows time as "3:10PM" even though I have set it to "24-hour"
clock in "Applications::System Tools::System Settings::Time and Date
Settings".

** Affects: indicator-applet (Ubuntu)
     Importance: Undecided
         Status: Confirmed
